Certification in Ukraine

Law of Ukraine “On Protection of Consumers’ Rights, Article 14, quoted the products to which the acts of legislation or other regulations established mandatory requirements for the safety of life, health of the consumers, their property, the environment and provides the application of the national mark of conformity shall set to pass the conformity assessment procedure.

In Ukraine, the state certification system UkrSEPRO (voluntary and mandatory) has fallen into desuetude.

Recent days, there are two certification systems in Ukraine: voluntary certification and conformity assessment (declaration) in the scope of Ukrainian technical regulations.

Technical regulations in Ukraine is an analogue of the European Directive in the EU.

Voluntary Certification

Certification is the procedure by which a third party gives a written guarantee that the product, process or service meets the specified requirements. This certification system is a system that has its own rules, procedures and controls for conducting conformity certification.

The third party is a person or body that is recognized as independent of the parties participating in the issue that is being considered. Certification of products is carried out by authorized / appointed certification bodies to prevent the sale of products hazardous to life, health and property of citizens and the environment; assistance to the consumer in the competent choice of products; creation of conditions for the participation of business entities in international economic scientific and technical cooperation and international trade.

Conformity Declaration

Ukrainian Declaration of conformity is an official document, which the Producer announces that the products produced by them in compliance with the requirements of normative documents included in the evidence base of technical regulations.

Technical Regulations – legal act, which defines the characteristics of the products or related processes and production methods, including the applicable administrative provisions, with which compliance is mandatory. It may also include or deal exclusively with terminology, symbols, packaging, marking or labeling in so far as they apply to a product, process or method.

Declaration of Conformity should be registered by accredited certification body in accordance with the assigned HS code of the subject product(s).
